  64. 315    Site: for licensing purposes, a "site" is the extent of a single
  65. 316    organization in a single Metropolitan area; so, a University with three
  66. 317    campuses in the same town would be covered by a single site license, but
  67. 318    a government department with offices in four separate cities would
  68. 319    require four licenses. For the purposes of this definition, State,
  69. 320    National and Municipal Governments do not qualify as "organizations", nor
  70. 321    do "umbrella" institutions, such as a Board of Education covering all
  71. 322    high schools in a city.
  72. 324    Purchase orders and payment: we are happy to accept purchase orders
  73. 325    provided that our invoice is paid under normal credit terms (nett 30
  74. 326    days). We can accept payment by VISA or Mastercard - in order to do so,
  75. 327    we need the card number, expiry date and the name exactly as shown on the
  76. 328    card. Credit card payments attract a 2.5% surcharge (the fee charged to
  77. 329    us by the bank) and may not appear as an exact amount on your statement
  78. 330    because we have to submit our vouchers converted to NZ dollars - we use
  79. 331    the exchange rate prevailing on the date of processing.
  80. 333    Currency: all prices are shown in US dollars; we require payment in US
  81. 334    DOLLARS DRAWN ON A US BANK. The exception to this is for clients in New
  82. 335    Zealand, who are welcome to contact us for a New Zealand Dollar rate.
  83. 336    Please note the "US Bank" requirement carefully - payments in US Dollars
  84. 337    drawn on non-US banks attract considerable fees at this end and will be
  85. 338    returned unpresented.
  86. 340    Invoices: all manual purchases are properly invoiced. New Zealand clients
  87. 341    will receive a valid Tax Invoice (prices are inclusive of GST in NZ).
  88. 343    Payment by IMT (International Money Transfer): we are willing to accept
  89. 344    payment by money transfer, but recommend that you avoid this method of
  90. 345    payment because of serious weaknesses in the international banking
  91. 346    system.  If you pay by IMT, your bank MUST remit the funds DIRECTLY to
  92. 347    the National Bank of New Zealand, Dunedin North Branch, account
  93. 348    060909-0106632-13. The name of the account is "David Harris, Pegasus
  94. 349    Mail". Please stress to your bank the importance of the direct transfer -
  95. 350    transfers sent to us via other banks in New Zealand will attract a
  96. 351    processing fee which we refuse to accept; my bank has standing orders to
  97. 352    reject such payments and return them to the sender. Only transfers made
  98. 353    directly to the National Bank of New Zealand are acceptable. Please note
  99. 354    that the "National Bank of New Zealand" and the "Bank of New Zealand" are
  100. 355    completely different institutions.
  101. 357    Fees and deductions: it appears to be common practice in parts of Europe
  102. 358    for banks to deduct fees from the amount remitted - we will not accept
  103. 359    such deductions and will return payments from which fees have been
  104. 360    deducted unpresented. We require the amount paid to us to be the amount
  105. 361    shown on the invoice.
  106. 363    US Taxpayer information requests: we periodically receive requests from
  107. 364    US companies and organizations asking us to provide "FEIN" numbers, or
  108. 365    Social Security Numbers which are needed by the client for compliance
  109. 366    with US Tax Laws. We have contacted the US Commerce Attache in Sydney,
  110. 367    Australia, and advise on their recommendation that the vendor is NOT a US
  111. 368    Citizen, and is not resident in the USA for taxation purposes. We cannot
  112. 369    provide the information requested (we have neither a FEIN nor an SSN) and
  113. 370    requests for such information will not receive a reply. We suggest you
  114. 371    record that the vendor is a foreign national not subject to US taxation
  115. 372    laws.
  116. 374    Quotes, bids, pro-forma invoices and acknowledgments: because of the
  117. 375    sheer volume of paperwork we have to process, we regret that we are
  118. 376    unable to provide quotes, bids, pro-forma invoices or acknowledgments of
  119. 377    receipt of orders (other than by e-mail on specific request). The most
  120. 378    recent version of this file retrieved from us by e-mail may be taken as a
  121. 379    firm quote - we will honour the prices shown provided this form is used.
  122. 381    VAT and import taxes: when we ship manuals, we enclose a commercial 
  123. 382    invoice for customs purposes, itemized as US$11 for materials and the
  124. 383    remainder of the fee as a license charge. We are not responsible for
  125. 384    taxes or import duties levied on entry to your country and suggest you
  126. 385    contact your customs service in advance for information on any fees which
  127. 386    might be payable.
  128. 388    Freight charges: all manual prices include courier shipment via TNT
  129. 389    Worldwide Courier anywhere in the world. TNT usually provides a three to
  130. 390    five day service to any destination. We can ship via airmail on specific
  131. 391    request, but are unable to ship via other carriers (such as FedEx, UPS or
  132. 392    DHL).
  133. 394    Delivery times: the usual processing time for an order is 4-8 days plus
  134. 395    the time required for shipment. Occasionally the time required will be
  135. 396    longer than this, and if a new version of the manual is due in the near
  136. 397    future, we reserve the right to hold your order until it is released, so
  137. 398    that you get the most up-to-date product.

  150. 415    We have attempted to keep the price of the Single-User manual set as low
  151. 416    as possible, but in order to do so, we have had to apply a few ordering
  152. 417    restrictions (which do NOT apply to multi-user licenses):
  153. 419    1: Shipping: The shipping times shown in the order form are estimates
  154. 420       only and may be subject to seasonal variation or delay. Shipping times
  155. 421       shown do not include the time required to process the order, which is
  156. 422       usually between 3 and 7 days.
  157. 424    2: When ordering via this order program, we require payment with order
  158. 425       by credit card. Credit card payments attract a 2.5% surcharge (to
  159. 426       recover part of what the bank charges us for processing the payment).
  160. 427       This is calculated automatically by the order program and added to the
  161. 428       amount charged to your card. Note that because we are required to
  162. 429       submit our claims to the credit card company in New Zealand dollars,
  163. 430       there may be a slight difference between the US dollar amount shown
  164. 431       on the form and the amount actually billed to your card; this variation
  165. 432       is due to fluctuations in exchange rate and is outside our control.
  166. 434    3: We cannot accept company purchase orders for Single-User manuals
  167. 435       unless you are purchasing 5 or more copies (in which case you should
  168. 436       look at Multi-User licensing in the previous section before placing
  169. 437       your order). Please note: "company purchase order" in this context
  170. 438       means an official, payment-on-invoice order form for credit purchases
  171. 439       on standard nett-30-day terms. Naturally, individual users wishing to
  172. 440       buy a single manual may do so - all we're saying is that if you want
  173. 441       to buy fewer than five copies, you must prepay your order. Please use
  174. 442       the order form supplied with WinPMail as SU-ORDER.FRM if you wish to
  175. 443       order five or more copies using a company purchase order.
  176. 445    4: If you are a US corporation or any other US body which is required
  177. 446       to perform tax reporting on payments it makes, be advised that the
  178. 447       vendor is not US-resident for tax purposes and cannot supply you with
  179. 448       FEINs, SSNs or any other US Tax-related data. Requests for this 
  180. 449       information will not receive replies.
  181. 451    5: No future upgrades to either the documentation or software are
  182. 452       included in the price of a Single-User manual, but purchasing a
  183. 453       manual will entitle you to a small discount on any future copies you
  184. 454       buy.
  185. 456    6: If a new release is imminent, we reserve the right to hold your order
  186. 457       so that you get the new version. We cannot guarantee that you will be
  187. 458       notified that your order is being held, but you may query by e-mail
  188. 459       to orders@pmail.gen.nz.
